In accordance with the Environmental Impact Assessment Law of the People's Republic of China, the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment) and other relevant regulations, we hereby announce the relevant information on the environmental impact assessment of the Annual 3,000-Ton API Side Chain Renovation Project of Henan Newland Pharmaceutical Co., Ltd., and solicit public opinions.

I. Project Name and Overview

Project Name: Annual 3,000-Ton API Side Chain Renovation Project Construction Unit: Henan Newland Pharmaceutical Co., Ltd. Nature of Construction: Renovation (reconstruction) Construction Site: East side of the south end of Weiwu Road, Changge City, Xuchang City Project Investment: RMB 45 million Construction Content: Procurement of more than 50 sets of advanced equipment and facilities, including reaction kettles, distillation towers, environmental treatment facilities and intelligent control systems, to renovate the existing production lines. Upon completion, the project will form an annual production capacity of 3,000 tons of API side chains. The main production processes include cyanation, distillation, hydrolysis, crystallization and packaging. After the renovation is completed, while saving energy and reducing consumption, the project will also improve the level of environmental protection and safe production.

IV. Working Procedure and Main Contents of the Environmental Impact Assessment

The working procedure of the environmental impact assessment is generally divided into three stages: the first stage is the preparation stage, which involves collecting relevant documents, conducting preliminary on-site investigations, and compiling the EIA work plan; the second stage is the formal working stage, which involves further engineering analysis and surveys of the current environmental status, as well as environmental impact analysis and assessment; the third stage is the report compilation stage, whose main work is to summarize and analyze the various materials and data obtained in the second stage, draw conclusions, and complete the compilation of the EIA report. Main Work Contents: On the basis of the design plan and pollution source investigation, the assessment will focus on environmental impact analysis and pollution prevention and control measures, analyze the types and quantities of pollutants to be generated after the project is completed, put forward reasonable, economical and feasible pollutant treatment measures and evaluate their feasibility, so that pollutants can be discharged up to standard and the impact on the surrounding environment can be minimized.

V. Main Matters on Which Public Opinions Are Sought

This public notice mainly seeks public opinions on: views on the environmental quality of the region where the project is located; understanding of the main environmental problems existing in the current regional scope; whether the selection of the existing site for the project construction is accepted; the environmental problems of concern arising from the operation of the project; suggestions on the environmental protection work of the project; and suggestions on this public opinion survey.
